Consultancy For The Development Of Independent Electronic Monitoring And Evaluation Database/Platform For The Host Community Development Trust (HCDT)

Background

The creation of Host Community Development Trusts (HCDTs) is perhaps the most significant opportunity to drive improved development outcomes in the Niger Delta in the past two decades. Established under the 2021 Petroleum Industry Act (PIA), the Trusts will replace previous voluntary agreements between oil and gas operators and host communities with new institutions to administer sizable mandatory payments. Working closely with communities, regulators, and oil and gas companies, Stakeholder Democracy Network (SDN) has developed a guide to improve implementation of HCDTs and going forward envisages a broad support programme to ensure that communities are well-informed, HCDTs have the capacity to deliver effectively, conflict prevention structures are in-place, and independent monitoring and evaluation systems are established. The Maximising the Potential of Host Community Development Trusts project (Phase 2) focuses on enhancing the implementation of Host Community Development Trusts (HCDTs) to capitalise on their potential and address existing challenges. The project includes a benchmarking exercise to assess current HCDT implementation, and the establishment of an independent monitoring and evaluation system to provide feedback, increase accountability, transparency and enable inclusive, participatory and effective implementation of the HCDT.

Purpose of Consultancy

To develop a dynamic Independent Monitoring and Evaluation electronic database/system for the Host Community Development Trust (HCDT), with real-time dashboards for different components and key performance indicators contained in Independent HCDT M&E Framework developed by SDN. The HCDT M&E framework comprises eight core components which will be fitted into the database design.

SDN seeks to engage a Nigerian-based tech consultants to develop the independent electronic Monitoring and Evaluation system for the HCDT. The consultant will collaborate with the project team to understand the concept and components of the HCDT monitoring and evaluation system. The consultant will then work with the MEAL team to develop the independent electronic M&E database/system for the HCDT. The consultant will further support the project team in piloting the electronic database to ensure the accuracy of the functions and dashboards. 

Deliverables

Phase 1: Discovery & Planning

  • User Journey Maps for each user role and components.
  • Finalized Product Requirement Document (PRD).
  • Technical Architecture Diagram.
  • Detailed Project Timeline and Resource Allocation.

Phase 2: Design

  • Interactive Wireframes and Prototypes.
  • Usability Testing Report.
  • High-Fidelity Mockups for Core Screens.
  • Design System Document.

Phase 3: Development – Frontend & Backend

  • Working backend with Trust, Project, Conflict, and Survey modules.
  • Interactive frontend for core functionalities with data integration.
  • Role-based access controls

Phase 5: Deployment & Launch

  • Live Platform with Full Functionality.
  • Training Sessions Completed.
  • User Documentation and Support Resources.

Phase 6: Post-Launch Support & Iteration

  • Collected Feedback Report.
  • Roadmap for Future Enhancements.

Qualification/Experience

The consultant must have past experience and demonstrate knowledge of developing Monitoring and Evaluation Systems and reside in Nigeria.

Desirable:

  • Experience working independently with multiple stakeholders under guidance.
  • Experience with monitoring and evaluation within the development sector.
  • Understanding of the PIA, the HCDT section, and the Niger Delta context

Expected duration of contract: 3 months.
