Context
The Niger Delta and surrounding regions in Nigeria have long been marred by violence, criminality, and insecurity, driven by a complex mix of economic disparities, environmental degradation, and weak governance. The region’s vast oil resources have attracted international companies, but have also led to environmental damage, poverty, and a rise in militant and criminal activities, particularly among unemployed youth. This has resulted in a cycle of violence and instability that undermines both local communities and broader economic activities.
Aim
The aim of this project is to strengthen the capacities of communities, security actors, and the private sector to address the systemic drivers of violence and criminality in Bayelsa, Delta, and Rivers States through inclusive, human-centred approaches to community security. The project seeks to address the root causes of violence and criminality, particularly oil bunkering and artisanal oil refining, by fostering social cohesion, improving security practices, and enhancing dialogue and cooperation among various stakeholders, including youth, community leaders, government actors, and private sector entities.
Key activities
The key activities of the project aimed at strengthening community security and addressing the drivers of violence and criminality include:
Community Engagement and Capacity Building:
- Conducting workshops and training sessions to empower community leaders, youth, and local organizations with skills in conflict resolution, peacebuilding, and community security.
- Establishing or strengthening community platforms for dialogue and collaboration between communities and security actors
Security Sector Collaboration:
- Facilitating workshops and dialogue sessions that bring together security actors, community representatives, and other stakeholders to build trust and enhance cooperation.
- Providing training for security personnel on human rights, community policing, and inclusive security practices to improve their engagement with communities.
- Private Sector Involvement:
- Engaging with private sector stakeholders, particularly in the oil and gas industry, to promote responsible business practices and encourage their participation in community security initiatives.
- Facilitating partnerships between the private sector and local communities to address issues such as unemployment, environmental degradation, and economic disparities that contribute to criminal activities.
Addressing Economic Drivers of Violence:
- Supporting alternative livelihood programs for youth and those involved in illegal activities like oil bunkering, providing them with skills and opportunities for sustainable employment.
- Implementing community development projects that address socioeconomic needs, such as education, health, and infrastructure, to reduce the appeal of criminal activities.
Monitoring and Advocacy:
- Establishing monitoring mechanisms to track the progress of community security initiatives and document best practices.
- Engaging in advocacy at local, state, and national levels to influence policies and practices that support community security and address the systemic drivers of violence
Public Awareness and Outreach:
Utilising media, including social media, to disseminate information and foster a culture of peace and security in the targeted states.
Conducting public awareness campaigns to educate communities on the impacts of violence and criminality, and promote peace and security.
